Risk is a turn-based strategy game about controlling territories and expanding an army across a world map. The classic board is divided into 42 territories grouped into six continents: North America, South America, Europe, Africa, Asia, and Australia. There is no storyline or fixed historical campaign. Players represent competing military powers whose objective is usually to conquer the complete map or fulfill a secret mission.

Reinforcements Before Expansion

Every turn begins with receiving new armies. The basic reinforcement total depends on the number of controlled territories, while occupying an entire continent provides an additional bonus. Players may also trade matched sets of Risk cards for more troops. These units can be distributed among owned territories, allowing a player to strengthen exposed borders, prepare an attack, or protect a continent bonus.

Battles Decided with Dice

Attacks can be launched between connected territories. The attacker must leave at least one army behind and may roll up to three dice, depending on the available troops. The defender rolls up to two. The highest results are compared first, followed by the second-highest results when both sides use multiple dice. A tie favors the defender, and each comparison removes one army from the losing side.

A complete turn follows this structure:

  • Calculate reinforcements from territories and continent bonuses.
  • Trade a valid card set if additional armies are required.
  • Place new troops on any territories under your control.
  • Select an owned territory containing enough armies to attack.
  • Choose an adjacent enemy territory and roll the dice.
  • Move troops into a territory after defeating its final defender.
  • Fortify part of the army after all attacks are complete.

Territories, Cards, and Victory Conditions

Risk does not contain numbered levels. A match develops through changing borders, eliminated opponents, and growing reinforcement totals. Capturing at least one territory during a turn normally awards one Risk card. Sets containing matching or different army symbols can later be exchanged for troops. Eliminating another player may transfer their cards to the winner, sometimes creating an opportunity for immediate expansion.
