Powerpuff Girls Story Maker is a creative game that allows players to produce original scenes featuring Blossom, Bubbles, Buttercup, and other residents of Townsville. It does not provide one fixed storyline to complete. Instead, the player decides whether the girls will stop a villain, visit Professor Utonium, explore the city, or participate in an everyday situation. Every project can use a different setting, cast, and sequence of events.
The creation process starts with a background that establishes the location. Available scenes can represent city streets, indoor rooms, laboratories, parks, or areas connected to familiar characters. After selecting the setting, the player adds heroes, villains, supporting characters, and decorative objects. Items can be moved around the screen so that each character appears in the correct position for the planned action.
Characters can be assigned poses, expressions, and simple animated actions. Props help explain what is happening without written narration. Some versions also allow the user to record dialogue, sound effects, or narration with their own voice. By combining movement and audio, a static picture can become a short scene. Multiple scenes can then be arranged in order to create a beginning, conflict, and conclusion.

Progress is measured by completing individual scenes or filling storyboard panels. A project can remain a single animated moment or expand into a longer sequence containing several locations. There is no correct ending, so the same characters can be used in comedy, superhero action, or an original situation unrelated to the television episodes.
